Found that TP planes were not able to use cruise setting at high altitude.  This was In conflict with rule 4.7.3
Fixed Air Mission and Air Mission Planning to allow cruise at High for TP engines. 
Air mission planning also changed so it does not force FMP fuel use at high for TP.
Instructions adjusted accordingly.

Found that edits were requiring afterburner speeds for TJ and TF instead of just making them available for entry.
Air Mission Planning changed to NOT require Afterburner speeds for TJ and TF.  Cruise and FMP are stillrequired.

Throttle logic modified to use FMP max speed if afterburner not available.

Fixed some problems with range/load calculations.   Note that if you are near the 80% "fully loaded" status, the program will now round to the nearest % before determining if range is effected.

As per user request, we added some completely blank forms. These are the fillable forms with all fields and validation logic removed for use with pen and pencil.
